Scanned magazines: PDF, pages or both?

A magazine scan is both a document and a sequence of images. Viewing individual pages can be pleasant on a phone; preserving the original issue as one PDF can be better for research.

If a source allows both formats, which do you actually use? Would you value an issue-level index of article names and credited photographers?
